It sounds like you have a bad case of buffeting from the wind.
Can you adjust your screen ?
I ride a Savage with no screen and get no buffeting - just steady wind. Your buffeting is caused by the angle and more importantly the height of your screen. When you're riding and getting the buffetting, try raising and lowering your head. You will find a position where the buffeting is at a minimum. This position will be a guide for how much your screen has to be raised or lowered. You can also experiment with different screen angles if this is possible.
With trial and error, you should be able to make screen adjustments to reduce or even eliminate this annoying buffeting.
